In 1964, as Tokyo buzzes with excitement over the upcoming Olympics, Ginzaki of the Kansai Senba Union approaches Hanamura, the leader of the “Asakusa Union Eight,” who controls the gambling dens in the Asakusa area. He proposes a joint operation for a grand gambling event.

In the mid-1950s, Orin, the daughter of Takashima Tomezō, the 8th-generation leader of the Takashima clan in Jōshū Nitta, seeks out Seijirō Hanamura, an old friend of her father.
